The old Profitability and Sustainability Rules (PSR) are permanently retired.
The Premier League has replaced its Profitability and Sustainability Rules (PSR) with a new framework centered on Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR), marking a shift in financial regulation.
Squad Cost Ratio (SCR)
This system replaces the 3-year P&L check with a seasonal spending cap tied to revenue:Spending Cap:
Clubs are generally capped at 85% of revenue (and net player sales) on squad costs, or 70% for those in European competitions.
Included/Exempt: Costs include wages, amortised fees, and agents, while youth/women’s academy investments are excluded.
Breaches: Exceeding the 85% cap triggers a "feedback loop," reducing the next season´s allowance. Penalties start with fines, with higher breaches leading to a baseline six-point deduction, increasing by one point for every £6.5m over.
Sustainability and Systemic Resilience (SSR):
These tests ensure short-to-medium-term financial health
Working Capital: A minimum of £12m in cash/working capital must be maintained monthly.
Liquidity & Equity: A two-year, £85m stress test must show positive liquidity, and positive equity must be maintained.
Impact: The Premier League will run its first live SCR Compliance Test following the close of the January 2027 transfer window. Any subsequent financial levies or sporting points deductions will be processed and applied in June 2027 at the conclusion of that season.
