Using the only neat fact my European Politics studies taught me I know that the basic criterion used to distinguish EU and non-EU players is whether or not the EU has a special cooperation or association treaty with the player´s home country. Without going into too many details there exist a number of different types of cooperation agreements between the EU and third countries. Having looked at these agreements, it seems that players from the following countries/geographical zones will be considered ´EU´ players (or rather they won´t be considered as non-EU):
-Algeria, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kirghizistan, Morroco, Maldives, Russia, Tunisia, Turkey, Ukraine and Uzbekistan
-Any country having ratified the Cotonou agreements, also called ACP countries
I may have (probably) missed out a few just cos I started to get really bored of going through lists of EU special cooperation agreements. If so please add any missed out below. Also please bare in mind this applies in real life, not sure if it was entirely/correctly applied into FM so there may be cases where players from some of these countries are actually considered non-EU in the game itself. I can´t be blamed for that, bring it up with SI! Specific league rules still apply to these players too btw, a player from Russia will need an international cap before playing in the Premier League for example.
